In this episode, Deputy Secretary, the Honorable Paul R. Lawrence, Ph.D., breaks down higher-level review. If you believe VA made a mistake deciding your claim, a second, more experienced VA reviewer will take a fresh look.
Although both an appeal and a higher-level review (HLR) stem from a request from a claimant asking VA to review a prior decision, they are different in that a HLR is a claim reviewed by a senior level adjudicator at the Veterans Benefits Administration and an appeal is under the jurisdiction of the Board of Veterans' Appeals and reviewed by a Veterans Law Judge.
