    Working for you

                                                        Updated May 8, 2025

There will be lane closures on Pleasant Grove Boulevard between Foothills Boulevard and Galilee Road due to night work through Friday, May 16, from 9 p.m. to 6 a.m. Signals will be flashing red from 10 p.m. to 5 a.m. at the Foothills Boulevard intersection and there will be traffic control in place. Treat the intersection as an all-way stop.

Please stay alert, allow extra time, and travel with care through the work zone as there will be uneven pavement.

As the weather continues to improve, work will be ramping up again in the next several weeks on the long-planned Pleasant Grove Widening Project. Majority of the work will occur at night where crews will focus on intersection improvements. There will also be periodic daytime work for installing medians.

The project is on track and anticipated to be completed in summer 2025.

In the work zone, the speed limit will be reduced for the duration of the project. Please slow down and travel with care. Bicyclists are encouraged to use the sidewalk or the nearby trail.

Please note the schedule is subject to change due to equipment, materials, weather, and other unexpected conditions.

                                                        Widening Map

The long-planned Pleasant Grove Boulevard Widening Project will widen approximately 1.45 miles of roadway. Pleasant Grove improvements will extend from Woodcreek Oaks to one quarter mile east of the Foothills Boulevard intersection.

Ultimately there will be three travel lanes in each direction to improve traffic flow.

Decades ago, this roadway was designed and built with extra space in the median to accommodate eventual widening. Median landscaping will be preserved or replaced to the greatest extent possible.

Project construction is scheduled to begin in winter 2024.

Pleasant Grove widening is part of the City Council-adopted Roadway Capital Improvement Program and meets the City Council Strategic Goal of Well-Managed Infrastructure. This widening fulfills the 2035 General Plan for Pleasant Grove Boulevard.

                                                        Frequently Asked Questions
                                                        How will landscaping be affected?

Trees and landscaping in the medians will be protected or replaced to the greatest extent possible. Arborists examined current tree health, ensuring that the maximum number of trees are preserved.

It’s important to note that the widening the roadway into the median has been planned since the road was constructed.

How long has this roadway widening been planned?

The eventual widening of Pleasant Grove Boulevard has been anticipated since the roadway was built.

A traffic analysis prepared for the City in May 1988 assessed the future anticipated impacts of the residential and commercial developments and identified the future need for additional lanes. The Northwest Roseville Specific Plan, adopted by the City Council in 1989 called for Pleasant Grove Boulevard to eventually be a six-lane arterial roadway in this area.

By making changes incrementally, the city can secure the necessary construction funding as new development activity takes place. Funds are collected through developer-paid Traffic Impact Fees. Phased improvements also means additional maintenance costs aren’t incurred decades before extra lanes are needed. Will I be able to turn left to exit my neighborhood?

Due to the addition of a third through lane on Pleasant Grove Boulevard, un-signalized neighborhoods will be restricted to right-turn exits only, as required by City Design Standards. Motorists will be able to exit by turning right and then making a U-turn at the next signalized intersection. Left and right-turn entrance into neighborhoods will still be allowed.

Will traffic signals be added as part of the project?

No new traffic signals are part of this project. The project will implement improvements as originally set forth in the Northwest Roseville Specific Plan adopted by City Council in 1989, reaffirmed by the adoption of the 2035 General Plan, and in compliance with current City Design Standards. City standards don’t allow left-turn exits on six-lane roads.

Traffic signals specifically serving private neighborhoods are planned and paid for by the developer at the time of construction of the subdivision/project. The City does not pay for traffic signals for private neighborhoods. If a private neighborhood would like to pursue a traffic signal, the neighborhood must fund a traffic analysis showing the traffic signal is warranted, show it will be in compliance with City Design Standards, have spacing from existing signals greater than 1,000 feet, and pay for the design and construction of the new traffic signal.

How will this project affect the speed limit?

Speed limits are evaluated according to standards set by the State of California.

The roadway widening does not trigger changes to the speed limit.

                                                        Funding
The project cost is estimated at approximately $7 million. Funding comes from developer-paid Traffic Mitigation Fees.

These fees are gradually collected as development occurs and help the City to construct transportation projects identified in the Capital Improvement Program. Improvements mitigate anticipated traffic impacts from the build-out and construction of existing and new development projects.
