Gee Scott: ‘This is a black mark’ on Gov. Inslee’s clemency program

A 54-year-old Everett man who was granted clemency by Governor Jay Inslee in 2019 is back behind bars, accused of possessing enough drugs to kill hundreds of thousands of people potentially.

“He’s doing illegal stuff. Throw him in jail,” Gee Scott, co-host of “The Gee and Ursula Show” on KIRO Newsradio, declared bluntly regarding the allegations.

Percy Levy was arrested last week following a traffic stop in Snohomish County. A subsequent search of his home, conducted under a warrant, revealed large quantities of cocaine, fentanyl, illegal firearms, and a scale. He now faces 11 felony charges, each carrying a maximum penalty of 10 years in prison.

This arrest will lead to questions over restorative justice programs

Since clemency, Levy has been working in restorative justice, programs focused on rehabilitating offenders over more-harsh prison sentences. Gee noted that stories like this give people the reason to be “skeptical when it comes to restorative justice. This is a black mark on exactly what they are doing.”

He currently works as a community outreach specialist for the Washington Defender Association, is also the founder of Redemption Auto, an automobile dealership in Everett. The dealership’s website describes Levy as a symbol of personal redemption, with a mission to transform lives. Additionally, Levy serves as the treasurer for the board of the Black Lives Matter, Seattle-King County Chapter.

“How many of these stories have we heard since the Blake decision? This is the only one that sticks out to me,” she said.

Ursula emphasized the need to consider the re-arrest rate for people who have received clemency compared to those released from jail, suggesting that the numbers might be lower for the former group.

Levy’s legal troubles date back to 2002 when he was arrested for a drug-related robbery. He spent 17 years in prison before being granted clemency.
