Gov. Tina Kotek on Monday revealed her plan for state spending totaling $39.3 billion over two years, laying a roadmap for lawmakers to review and edit as they negotiate the details of the 2025-27 state budget.

Kotek characterized the plan as a “stability budget.” The state anticipates modest revenue growth, but federal pandemic relief dollars that funded many of Oregon’s new endeavors in recent years are also on their way out the door. Kotek’s fiscal approach, she said, was to maintain funding for what the state is doing well. “Normally you see governors like, ‘here’s my list of new stuff,’” Kotek said at a press conference Monday. “We’re not talking new, folks. We’re talking about staying the course on the stuff that works.”
